My experiences with hotels in Pattaya that were mentioned in this thread over several years.
Grand Hotel - Never took LB there. Had a lot of Arabs there and in that part of town. As mentioned if you have motorbike it becomes problematic getting in/out after 7pm Walking street closure.
Sabai Inn - Did not like noise of nearby bars in early hours or parking my motorbike outside (felt that security was poor). Good location to swing up and down Pattaya on the Baht buses.
Pattaya Centre hotel - good location, good security/parking but room was a little old, ie carpet. No room safe. Liked the elevator ride up/down.
Viking Hotel. Not a bad location but out of the way. Relied on motorbike transport. Oldish rooms but light and airy. Roosters could be heard in early hours. Did take a LB there. Minimal security, minimal everything. Only has 1 or 2 upper floors. http://viking-hotel.com/. I recall it was owned by a European and his wife. I could live there for a month but a bit far to walk to anything. The safe box required your padlock. I got the impression you were part of a well established residing community. I would go there again.
Mercure Hotel. Mixed experience. Good clean, well serviced. Breakfast ok. Nice pool & clean. Buses of people in early hours put me off, ie the Package tourist. They make noises at 6:30am. Convenient shuttle to 2nd Rd. Charged for internet. The rooms had balcony & were pretty good in an Ikea type of style.
Also a comment on room safe. Had an incident in a Bangkok hotel with the safe locked upon arrival, asked reception and they said "oh push ? numbers it will open". It did. So anyone could come in to the room hit the default numbers and presto the safe is open.

I have booked in this place for a week in May, I was told about this place by Stickyfinger a few weeks back and for me @ 700 baht a night a real "snip" in my eyes
