The whole concept of grounding doesn€™t exist in Thailand€¦ insulating wiring is an option. Fuses and Circuit Breakers are an added expense and not deemed necessary and even when used any amperage will do.
When in Thailand... use electricity at your own risk. There are no regulations and no safety standards.

I was in a workshop last year, somewhere in the outskirt of BKK, and I am no expert in electrical installation but I was watching on each pillar of the building these power cutters for industrial voltage (380V) totally exposed to the elements and completely un-grounded
A Swedish guy who is experienced in the field told me that simply touching them in the wrong way would have transformed me in light and heat. He was TOTALLY shocked! His first time in Thailand
