To answer your questions:
Yes - in my opinion, most LBs will be cool with you getting high with or without them. I've done it a few times with various LBs - and some who didn't indulge themselves, but had friends who picked up the slack.
Yes - they have all the connections, even the ones who are supposedly clean. I'm sure whatever price they quote you is about 500 baht higher than what they'll pay (or who knows, maybe they'll take your money and fuck the dealer) but who knows...
That said - I would highly advise you not to go down this path. For one, having drugs is illegal in Thailand and if the police find you, be prepared for a comfortable stay at the Bangkok jail. We've all seen the movie Brokedown Palace I assume. Additionally, getting high with a prostitute, especially one who would rob you blind given the chance, isn't the brightest idea. And third, who knows what kind of shit you'll be putting in your body. Many times drugs are cut up with all sorts of random shit, the risk of that alone makes doing this unappealing.

Thailand is not the country to be caught doing drugs or in possession of drugs. If you decide the risk is worth it, as the lb/gg bargirls say, "Up to you!". You do not get a simple fine as you would in a western country.
