I cannot get the index page to open, but can access individual sections thro the "Jump to" at the bottom right. Then each thread will open in that section. I am using Opera browser on XP for what it's worth.

yes, but look on page 74, Article 38, Paragraph 4:

"this agreement shall be executable upon presence and request by one of the signing parties in all countries other than Thailand, Cambodia, Switzerland, Vietnam, Indonesia, Malaysia, France, Germany, Switzerland, Laos, Singapore"

Plus, there are other takers for the fat posties.
