Most average bars (not larger GoGo) are not registered as companies just 'owned' or 'operated' by a foreigner. So in the case of EZY, which is not registerd as a Thai company, the license will need to be in a Thai name.
So an individual foreigner may NOT have a license in their own name.
If he is a registered business, correctly employing the minimum number of Nationals, holding a work permit, then that business may own the license.
