I've been reading a bit about the TM030 immigration law being enforced which was apparently penned into existence in 1979 but never enforced outside of thd hotel"tourist" industry.. until now. Farangs living in Thailand are being strictly monitored going forward and Thai landlords of long term residents are required to comply, with records of comings and goings. It seems the law was only applied to hotels and tourist but now all non thai residents on retirement Visa or married to a thai wife for example, are to get there coming and goings recorded and sent to thai immigration. So if you live there and leave to go stay in another province or something the lessor of your domicile must advise immigration through an online reporting process or in person at immigration. All sounds like the natural process of progressing surveillance on non thai people. I can see that there's allot of reason to do so in efforts to increase security (some may say police state) in light of recent events and criminal activity etc.
