Despite his blatancy, the farang denied the offence. They will both be charged with an offence to public decency.
At 03.30 am, on 29 July, 2009, Sergeant Songtam Naksawat of the Pattaya Constabulary was leading his volunteer team on patrol around Pattaya. When they arrived at Yen Sabai House Bar, Soi Sunee Plaza, they found a tourist blatantly giving oral sex to a young Thai man in front of many tourists and locals, who were drinking at the counter bar.
The police produced their ID cards and immediately seized both of the performers, Mr. Eschnann Norpeat [45] a Swiss national and Mr. Chedchai Petchbuppa, [25] from U-dorn Thani.
Mr. Chedchai acknowledged his offence, saying he had met Mr. Norpeat while socializing after work with his friend. He said he had invited Mr. Norpeat to have a drink at the Yen Sabai House Bar and after they had been drinking for a while, Mr. Norpeat put a 20 baht note down the front of Mr. Chedchai €˜s trousers and asked him to pull his zip down. Mr. Norpeat then asked Mr. Chedchai if it was all right to give him oral sex in exchange for the 20 baht in front of the audience, to which Mr. Chedchai agreed. Fortunately, the police team passed by and caught them in the act.
Despite his obvious guilt, Mr. Norpeat denied the offence. Nevertheless, the police took them to the police station for further questioning, after which, they were charged with performing oral sex in public, an offence to public decency.
