    Bangkok under state of emergency

    Thai authorities have declared a state of emergency in the capital Bangkok and surrounding areas, a day after protests cancelled a major Asian summit.

    The announcement came as a group anti-government protesters broke into the interior ministry.

    Soldiers fired warning shots into the air to deter protesters, but made no attempt to stop them. One report said PM Abhisit Vejjajiva escaped by car.

    The leader of the protests was arrested after the PM vowed to prosecute them.

    Demonstrators loyal to ousted Prime Minister Thaksin Shinawatra have been calling for Mr Abhisit's resignation.

    Protest leader Arisman Pongruengrong was arrested after returning to his home in Bangkok on Sunday.

    A police spokesman said he was co-operating with the authorities.

    "There will be further arrests, but right now the police are gathering evidence," the spokesman added.

    Correspondents say the storming of the Pattaya conference centre was deeply embarrassing for Mr Abhisit.

    There was little resistance from the security forces.

    The tactics of the pro-Thaksin activists mirror those of their royalist rivals last year: they too paralysed government activity by targeting key venues.

    The BBC's Jonathan Head in Bangkok says there is no question the pro-Thaksin protesters broke the law.

    But, our correspondent adds, the problem is that Mr Abhisit rode to power on the back of protests that were just as illegal, and the PM may look hypocritical if he only goes after the red-shirted protesters who embarrassed him.

    'We have won'

    "The next three to four days will be crucial for the government to prove itself in restoring peace and order in the country," Mr Abhisit said on TV on Sunday.

    "The government will take action against those who were involved in the incident yesterday without bias."

    Another protest leader, Jakrapob Penkair, said in Bangkok that the movement against Mr Abhisit had won a victory.

    "We have won, we have stopped them from holding a summit," he said.

    "But we have not achieved our goal yet. We will continue to protest in Bangkok until Abhisit resigns."

    Pre-summit street protests in the capital this week drew up to 100,000 people.

    Mr Thaksin himself, who remains in self-imposed exile to avoid a two-year jail term for corruption, has welcomed the protest in Pattaya.

    "I thank the Red Shirts in Pattaya who showed strength," he told a rally of supporters in Bangkok by telephone late on Saturday.

    "In the next few days we will see real change."

    Officials say months of turmoil have lost the country $6bn in tourist revenue, just as the economy is taking a hit from collapsing exports.

    Army spokesman pleads public not to panic

    The Army spokesperson warned the public not to panic if they happen to see the employ of army forces as the military will start employing their forces and send them to various places.

    He said the state of emergency allowed the officials to step up measures to deal with the protesters.

      Urgent: State of emergency declared for Bangkok

      The government Sunday afternoon announced the state of emergency for Bangkok and some districts in satellite provinces.

      The government reasoned that protesters had committed violence in the areas so the government had to declare the state of emergency to restore normality in the areas.

      The areas include some districts in Nonthaburi and Samut Prakan.

      Deputy Prime Minister Suthep Thaugsuban will be chief enforcer of the state of emergency measures.

      Police and soldiers as well as civil servants will assist Suthep in the operations to restore normality.

        What surprised me was how few 'reds' it took to get into the interior ministry, and to lay there hands on a weapon.
        And how wonderful for the image of the country to see a demented monk knocking shit out of a car that supposedly had the prime minister within.
        I guess it's time the army got a little heavy handed.

          Thailand is the current laughing stock of Asia. The security measures for the meeting have received very bad press all over these parts and the world.

                      If this would happen in my country, there would be police special forces on spot instantly, then dogs, then horses, then and after a few hours€¦ cleaning truck. Every time I have plane ticket to LOS some shirts are protesting. I just hope airport will be opened long enough for my plane to land, after that I don€™t care€¦

                            The army is also divided.
                            And Abishit does not have much clout with the army.
                            We will see what happens in the next 24 hrs.

                            In the meantime the red shirts are still in Pattaya awaiting further orders.

                            Spotted a large group of them at a karaoke bar on 3rd road. All wearing white shirts in order not to raise suspicion.
                            Tread with caution.....

                              Went to a shop in Pattaya today that supplies equipment etc. to restaurants and hotels.   The owner is an older Thai-Chinese who's English is not good but not too bad.

                              She is no fan of Taksin/the red shirts and was saying how crazy it is and that the local support (Pattaya area) is probably only about 2% of the population.
                              She also commented that the protesters were being paid to go there.

                              She was also asking me how Thailand was perceived internationally.

                              From talking to people around Bangkok and here I get the impression that the vast majority don't wan't either the red shirts or the yellow shirts to mess up the country and pretty much wish they would just go away.

                              I also suspect (my own impression) that if the army stepped in again there would probably be broad support  -  but I also think most would want a democratic government back after things settle down.


                              Probably the worst thing Abishit could do at the moment is nothing.

                              But I also think that declaring a state of emergency in Bangkok is a bad idea as it sends the wrong signals to everyone  -  especially the army.


                              Personally if I was Abishit I would publicly sack who ever was in charge of security at Asean.  I'd do the same for those responsible at the Interior ministry.
                              I'd then get the head of the Royal Thai police in and tell him if he does not start arresting any protesters who get out of line now! that he will be next.


                              But who am I kidding?  TIT
