I think Tokyo is where you need to go. Osaka, very little there. And Kyoto, even less. There are a few health/delivery services, but not easy to use unless your Japanese or at least speak Japanese well. http://www.nhtron.com are friendly if you email them. They have a girl Anri working there who is half British half Japanese, of course she speaks English well which is rare for a Japanese new half.

I'm on the look out for any Filipino girls/bars/scene here but have never found any.

I actually had a very, very good experience at Aventure in Tokyo two days ago. They are foreigner friendly, although my limited Japanese was very much needed, both with the mamasan and the girl I saw. I think one thing that worked for me was actually going into the place. I would not have been able to do outcall at my hotel anyway, as it was a Toyoko Inn, and they don't allow "guests". I was able to talk with the woman running the place, and she showed me pics of who was there, and what they had, or had not, and what they would/could do. Vital info if you cannot read Japanese.
