Whats the easiest web site builder?

my ideal program works thus:

Step 1. Start computer.

Step 2. Utter words "create website"

Step 3. Drink, swim, fornicate.

Step 4. Thank computer and turn off. Return to Step 3.

The Easiest that I've ever come across might be out of date. It was Netscape Navigator 4.0, requiring 0 brain cells.

That last time I used Netscape 4 was in 1996 on a 486 with windows 95 on it
