I'm obviously only getting part of the story out in Thailand but there does seem to have been serious failings by the Chain of Command. Mind you we now live in a culture of 'Who can we blame' as opposed to 'What went wrong'.
No matter what comes out of this, it remains a tragedy that he committed these crimes (Note: NOT terrorist acts) and 13 people are dead, something that we can't turn the clock back on.
