I have always said the best way to cure a pedophile is a bullet to the brain but with the average age of puberty dropping something like 1 year every decade, how can an arbitrary number deemed suitable at the time a law is passed, be the basis on which we judge consensual sex between two people?

I don't defend anything Mr Glitter has done, he knew very well that inviting children into his bed was wrong under any jurisdiction, but what responsiblity should be accepted by the "innocent parties"?

Sorry but this is what dutch law tells any adult:
Any adult that has sex with a minor younger than 16 years old can be prosecuted. Between the age of 12 and 16 years the adult will be prosecuted when the minor puts in a complaint. In all the legal cases the court must hear the victim. Even if the victim gets second thoughts and wants to drop charges the legal authorities are forced to hear the victim again. The same goes for two people between 12 and 17 years old who had sex and one of them puts a complaint later.
If the minor is younger than 12 years old and had sex with an older person ( also with a person older than 12 but younger than 18) then there is always a prosecution.
For an adult family member or stepparent there is always prosecution when the victim is younger than 18 years. A complaint by the victim is not necessary when this comes out always a prosecution by the authorities
Further:
person under the age of 18 are not allowed to act in a porn movie or photo session
Having children's pornography is always prosecuted.

Parents consent and do anything you like? No sorry ask the teacher or the kiddyfuckers who tried by internetcam or in school and thought the same. Most are far worse off than Gary Glitter now.

Sorry the belgian law is even more severe than the dutch law.
Having sex as an adult with a person younger than 16 years with or without mutual consent is always prosecuted there.
Depending on age and what sexual intercourse happened jail sentences vary between 5 and 20 years.
For example if a person rapes ( he might call it love) a minor younger than 14 then for this person up to 15 or 20 years imprisonement. You see Gary was lucky. And Belgian jails are the worst of europe. Especially for kiddyfuckers. The other prisoners love to meet them. Dutroux was lucky because he might tell the whole story and certain people in belgian won't be happy to read that in the new edition of the "sun". Very complicated and never ditched out.
Austria I cannot comment because I have no information. For belgium and holland I'm a bit puzzled on what information your post is based and how easely you draw a conclusion. It cannot be dutroux only.
