perhaps i am splitting hairs but it seems to me a fine line between being physically crippled (ie car accident) and the emotional and psychological cripple (ie post sex abuse of a minor). it is not entirely certain to me which one is the worse outcome.

mind you this is different from a consensual act between two people. however, at some point, it seems to me that a person cannot really enjoy an act (ie a minor having sex) and/or can not give consent given a basic lack of the necessary mental faculties. when such acts occur, why would it be wrong for society to throw the book at the criminal? this does not mean that drunk drivers should not be punish more severely and the fact that they are not... should not be used as an excuse to let pedos off lightly.

Child sex (or sex with minors) is endemic in many Asian cultures. Even sex with pre-pubescent children is not a rarity.

Absolutely true, especially in Asian rural social structures. There it is not perceived as morally wrong or even as a crime. By the way the same goes for rural muslim cultures in the Middle East and North Africa. Aishe, one of the uncountable wifes of Mohammed was 9 when he married her.....
Sometimes families are more than happy that their children grew up with someone who loves them (in whatever way) - often uncles/ cousins etc. - and that they are off the family budget. That goes for hetero as well as same sex-relationships. I met many (especially in Thailand and Indonesia) who grew up like this and even they considered themselves as lucky to be with someone already from the age of 10 onwards. Most of them had for the first time in their life fully attention by an adult in a caring and giving way, regular meals, clothes and no hard farm work. On the other hand I seriously doubt that this hasn't done any psychological damage, even if it's part of the culture and considered as "normal".

This is a very sensitive complex topic and the borderlines are extremely thin. I don't think it's possible to give a general statement here.
