Yes, sure I'm sure, I have an ex-coworker who retired there in 2006, no visa runs, but he does have to get it extended by getting his passport stamped with an 59-day extension and it takes 3000 pesos ($60) approximately the last time I asked which was 4 months ago. He has never left Philippines as far as I know after 2006 and he had no retirement portfolio.. basically lives off social security and managing to feed and put a shelter over himself, his wife, and 2 kids and a maid. But the times I visited there, he was doing good.
If you already have or can get the retirement visa in los, why bother moving? It doesn't make any sense since you're set there. But for someone under 50, who is tired of doing visa runs, thailand would be playing the game hard mode and philippines would be easier.
