i was going to mention this fact you have brought up and then i saw your post.

here is a link to a film that discusses this entirely. i watched it over the holidays with my mom and she too was amazed at what appears to be a total contradiction but in actuality a quite level perspective.

it well worth the watch.

the theory is that the Koran and the law do not address this subject, so they are allowed to interpret it as they wish. if you view the film you will see that they still consider homosexuality to be taboo and harsh laws apply.

one doctor in the film points out, when asked if ts were actually simply gays in woman's clothing, that for them to go through this process and give up their rights as men and assume the roll of women in Islam, that they must really want to because who would want to suffer as the women do in their society. valid point. they actually are issued a permit to wear women's clothing before they get srs, as wearing the clothes of the opposite sex is forbidden by law.

it seems Iran is only second to thailand in srs procedures and if i recall correctly, and is one of only 2 countries where the birth certificate is changed to female after the procedure.
