Admiral suites 7 chaing mai

Hello,  I just did a search on Admiral Suites on Soi 22.  If I did this right the last post was in 2003.  Has any one stayed there recently and is it guest friendly?  Also, I was looking at asiatravel.com and on the Royal President it stated there was something like a 350 bt. joiner fee.  Is this true? I thought I remembered this was a guest friendly hotel.  
Any ideas on where to stay in Chaing Mai?  I will be in Thailand 12-29-04 thru 1-10-05.  Thanks , Bliss
