This does seem like quite a deal. Are all 3 LB friendly and does anyone have personal recommendations for The Mercure, All Seasons or The IBIS? Where exactly is the IBIS?

for LB , depends where. The Pattaya hotels are Guest/LB friendly, but they are all cheap anyhow, so no big saving there. The Phuket hotels are a great deal, but the Mecure Patong is supposedly unfriendly with a big joiner fee; the Novotel Patong used to be ok with guests, but haven't been in 3 years.
Novotel Bangkok is hit and miss, I've never been asked to pay a joiner there, but other people say they have.

Quality wise, I would say Novotel is the best, then all seasons, then mecure , then ibis.
But that's not always true, I would use www.tripadvisor.com to look at the rating and the price.
