Buses were fine from the old airport if you were on a budget, so to speak, but since the new airport opened you may as well take a taxi.
Last trip I stayed in BKK first then took a bus (103 baht) then private car back to airport (1,000 baht)
There is a 'booking fee' which must be paid at airport (100 baht or so) which you can circumvent be going to Departure level and hopping straight into a taxi that's just dropped someone off, but you're likely to have some guy waving is arms at you and blowing his whistle
Fare is around 1,500 baht including toll fees I think.
The Sky Train isn't finished yet so if you're heading to downtown BKK a taxi is your best bet as well, I couldn't find any buses there at all. Only in Thailand would they open a new airport 2 years before the infrastructure is finished. I liked the old one better, at least the toilets were finished and easy to find.
From the airport its pretty much take a taxi; their is a bus I think it goes 4 times a day, but have no idea on the details.
From Bangkok: You can take a bus from Ekami bus station, a van from Victory monument, or take a taxi. Do not take a tourist bus to Pattaya (i.e. one arranged by your hotel) - they are a complete rip off and can take forever since they drive around town picking people up, then transfer them to a Bus.
The quickest way is to go to the meter taxi rank, which is now outside the arrivals hall (no longer on ground floor). Taxi from there to Pattaya is 1400B including tollways.
The desk is not well sign posted at present (as at 2nd November), but is outside the last door on the left as you come out of customs/immigration.
There have been previous posts on the forum about the new airport and there is a bus service available but have never been able to be there at right time.
