Can anyone tell where Papa Bar is located?

As you posted this in the Bangkok bar section I guess you think that is where it is.
Bangkok is a large city - do you have any idea which area it is in?

Is it a ladyboy bar?

Soi Diana is correct.

If you are coming from Pattaya 2nd Road, you will see Kiss Food & Drink on one side of Soi Diana, and the Diana Inn on the other.

Another useful landmark is Mikes Shopping Mall, as Soi Diana is directly across the road from the rear of Mikes Shopping Mall.

But not sure why you'd want to go there. Worse than Limmatquai, only usually 3/4 rotters max there, and without the sleazes

And if the OP can't read, Soi Diana is also Soi 13...That's one finger on your left hand and 3 fingers on your right...

And Limaquai ain't that bad...At least it wasn't a couple weeks ago...
