Try the hotels along Bui Vien street, the back packers area. Near the markets, busses (go on I dare you... take a bus!) and plenty bars... No names jump out at me, but you can walk around and find good cheap CLEAN hotels for around the 25-40 USD/day.

OR: Try the New World Hotel. basically same region... has a GREAT bar. Wink wink nudge nudge....A fave of japs and Koreans.

Also the Palace Hotel in the CBD. Top end the Duxton, but they will enforce the frat policy, and at 150 USD a room that is not cheap.
