Bangkok and Pattaya are your best bet for ladyboys.
Pattaya will be the cheapest option as the hotels & everything tends to be cheaper than Bangkok.
There tends to be more newer younger ladyboys in Pattaya compared to Bangkok.

Bars are safer in that you have somewhere to complain if you have problems with the ladyboys stealing or fucking you around, other than them just being bad in bed. Also you can spend time with them before you decide who you like. Most bars have girls with small tits, often they are waitresses or hostesses who have to work their way up to be dancers as they transition. Sometimes ladyboys with no tits that are very hot or very hung may be regular dancers. In general there is many ladyboys without implants. Lots are great to talk to and the majority I have been with enjoy sex. In the bar watch out for ladyboys who inject themselves into your situation if you already have a ladyboy you are interested in.
