If you are talking about Perth Western Aus, then the best by far is the Army language school, it is possible to study as a civilian but the fee is quite excessive, last noted in 1995 at approx 20.000 Aus per term.
I used the book: The Fundamentals of the Thai Language.

This book will teach you to read and Write Thai if you are prepared to put in the effort.

    Good Luck

Look for your local Buddhist temple and enquire if any of the monks are Thai, if so ask them if they will take you on as a language pupil. A friend did this in the UK and got a great and inexpensive teacher. The monk was not allowed to accept payment but he made donations of food etc to the Wat.
