I would say Pele but I don't know the year. I'm only saying this because I haven't heard of many people getting hat tricks in the world cup. Bastian Schweinstager almost got it in the 3rd place game last year but they gave 1 goal away as an own goal.

I only guessed that cause he won the golden boot in that tournament so there might have been a hatrick.

I'm still not sure but I seem to recall Gary Linekar or Alan Shearer, Miroslav Klose and Gabriel Batistuta coming close to hat tricks. I am not sure, I know Klose had 5 goals in just 3 games in 2002 but it could be that he had 2 goals twice. Same can be said for any of them, so I'm really not sure.
