It seems that there were still some people on board when he jumped into his Lifeboat...even today a Captain is not allowed to leave the ship if a passenger is on board..this is the case in Italy anyway

Police seized 3.8 million methamphetamine tablets worth about one billion baht ($31.7 million) and 71 kilograms (156 lbs) of crystal meth from an empty house in Bankok's northern outskirts, Thai Police Maj.
