There is quite a lot of control and monitoring in the moderate Arabian Gulf countries, like UAE, Oman, Qatar and Bahrain. All Imans must have their "sermons" reviewed by gov't officials to make sure there are no inflammatory teachings. There is a large contingent of secret police in these countries. One of their prime directives is to root out and arrest/expel radicals and trouble makers.

This is something Saudi Arabia messed up with and has paid a severe price for.
