Well thats ok then...a mix up with the photos...easily done!
Don't you have to get someone to sign the back of the photo in your country?....
You your friend and the person who's info you use will be in trouble...
Obviously if you never had a passport before,you will have no knowledge of
procedure..
It is HIGHLY UNLIKELY you will get away with this...
I had enough problems just doing visa runs with a passport showing a guy with a crew cut!!
all the info was correct,even the photo was real...but lots of questions lots of doubts.

Best you just stick to the laws of your country,and stay as long as it is legally allowed..
your first trip may be your last..if you ever get past the application stage that is...

for more than 30 days so i will do any thing that will let him stay for the 3 month we need heck may be longer

i lived in cebu and manila as well

I would go with that option if I were you.

Especially as the US should be issuing only biometric passports by now, if that's the case then your friends will get found out sooner or later when somebody cross references the database when another ID is needed in the future (driver's licence etc)

Do it on his own passport, 'forget' to tell social security he went on holiday and worse case scenario(?) he has to pay back some benefit.

What if he crossed overland and flew out of Canada/Mexico would the SSA know?
