My guess is that the monitoring of the internet is done in Bangkok and is run/overseen by the Inspector General's office.

When they spotted the IP and checked up on it the Bangkok copper went down to do the bust because he wants to score points somewhere - angling to be TRT's new leader maybe?

Alternately he went there to get his share of the back-hander and found out the locals weren't getting any
