Actually its not Bush or even the republicans, its a very liberal democrat sponsoring the bill. The thinking is, if we are going to have these stupid wars, then EVERYONE'S son should be at risk, not just the poor who volunteer since they have few alternatives.

The bill will go nowehere - its just for show.
