I found these to be disturbing as well.  I looked it up and they're called "pearly penile papules."  They're actually harmless and not associated with any disease.  No treatment is necessary, but they can be removed with a CO2 laser.  

Quite a dilemma: ugly, but harmless spots or painful laser on the penis.
