Sex toys are illegal in Thailand. However so is buying sexual services. Nana Plaza and most of Pattaya are technically illegal.
Usually in Bangkok they sell them in shops and on tables along Sukhumvit. Every so often the police come and take them all and shut them down.
Pattaya you can also find them at markets and behind the counter as some stores. Still it is not easy.

The best thing is to bring them from your home country. I've brought many in my suitcase without issue.

The other problem buying them on the street is you cannot be sure they are using safe materials for making the toys.
Often cheap toys are made from the wrong type of plastics which can be dangerous when used in your body.
