From the past I have read articles the Thai Immigrations just plain don't want to issue working visas to outsiders. Too much stupid pride? They think all foreigners are parasites., hippies, druggies, and rip-off artists? I went to two private high schools in Honolulu. White (haole) teachers were surprisingly good. They are the best. Thailand needs to appreciate British and American teachers. What are they so chicken about?

You should take into consideration that Thailand has been the Southeastern Asian country that practiced at most nationalism since they had contacts with European (then American) people. Siam kings had managed to make Lao and Cambodia become their vassals and they were shocked when they had to cease these countries to European nations that set up their suzerainty over these countries.
In the 1900s, the royal house started developing the Siam nationalism. At that time it was based on concept of ethnicity and submission to the king. Then Kings started developing a cultural nationalism. In the late 1930s and 1940s, the government chose a protectionist policy in the foreign trade, and decided of restrictions for foreigners to access to properties and to get visas.
These policies are still current nowadays. In Vietnam, I met a Pole who could hardly speak English and was employed to teach English in Vietnam though. If you read a few expat forums, mongers forums including some forum dealing with ladyboys, you will see that English people regard Thailand as a colonized country. The Thai administration probably wants to restrict these people.

What a complicated mess. Thankful that Hawaii became the 50th State back in the 50's when I was 6th grade. Big celebration all around. Attended public school with a lot of schmucks who never mastered spelling and the 3 R's. Hated the funny Pidgin English the first and second generation Asian immigrants spoke to compensate for their total lack of English skills. I was a third generation American citizen. Was different from everybody because my father was a doctor. We lived on the same block as the late Senator Dan Inouye for whom our airport is now named. My father can thank the American G.I. Bill which helped him get a degree in the Midwest. Made enough money to send me to one of two best private schools in Honolulu. Punahou was considered the best because more land and more money. School of the rich white upper class. I liked that school when I took summer classes. White (Haoles) were so much fun to listen to. Super wonderful teachers. Former President Obama attended Punahou. I went to Iolani and liked that there were far less troublemakers who were impossible to teach. I have always liked Haole teachers. They love to teach and do it well because they love to educate. Asian teachers were less better and made you think you will never become smart as they. The worst were Mokes (Monkeys) who liked to beat up the white students just because Haole businessmen (sugar and pineapple) overthrew their Queen. If it hadn't been for sugar, pineapple, and tourism we would have been just another dumb nation like the Polynesian islands. Punahou was primarily for the rich businessmen Haole kids. Great school to go to if the jealous locals were beating them up. Iolani was for Asians, but still I got a way better education. By studying with super smart students you had to try to keep up with them by studying harder. First time I ever read a book from cover to cover. Luckily I studied hard and mastered English and grammar fully. Still remember nouns, pronouns, adjectives, etc. from 8th grade. I paid attention and remembered everything. Now I am retired with two college degrees and comfortably retired with lots of time and money to travel. Glad I was educated by white American teachers. They are the gold standard of education.
Thailand, Philippines, and all third world countries should get off that stupid idea of nationalism and aim for economic progress and modernization. Ban corruption and initiate a grand plan to improve education of the masses. I think Singapore and India have done this, but still needs to do more. Thais do try to speak English but I can find nobody to discuss politics, economy, medicine, politics, etc. /Great place to live if you love 24-hour sex. Dark ages in there. Love to date beautiful young Thais of all ages and any gender. But can't marry them. Too frustrating to communicate. Different social atmospheres and cultures. Plus I hate all those crooked sidewalks everywhere.
