Well you keep hearing new wild ideas coming from Thailand. First it was wristbands for Tourists, now they are looking to give everyone a special simm card.
If they have their way they will require all visitors to use a special "tracking" Simm card issued to them.
No word if they will be free or you will have to pay for these wonderful cards.
Cannot quite see how it is going to work as everyone has their own simm cards.
I keep one phone with my home number so I can recieve or make calls home.
Sometimes i use an unlocked phone for local calls and stuff.
They seem to think it will help crack down on crime but there seems to be a lot of holes in this idea.
What if they don't have a phone, will you be issued one?
What if you buy one second hand, or get someone else to buy it.
etc. etc.
They will manage to drive off the tourists sooner or later if they keep acting like this.

They start to get really picky about their clientele and get morals leading to losing the business.
Myanmar has everything Thailand has and is headed in the opposite direction, not sure about ladyboys.

Starting in 2017, foreign visitors to the country known as the Land of Smiles will be required to use custom SIM cards with location-tracking features, media widely reported this week. The plan was approved in principle by the country's telecoms regulator, the National Broadcasting and Telecommunications Commission (NBTC), who said the SIM cards were aimed at helping officials crack down on crime.
