    It's not difficult to understand.

You can enter Thailand on a 60 day tourist visa and extend it for 30 days. You can then do border runs for 90 days after which you get another tourist visa and go through the same routine over and over.

I really can't se how this is so hard to grasp.
    Yes stogie,

you are right, if you apply for a tourist visa in a thai consulate outside of Thailand.

    But also kahuna is right,

    as he posted:

Passport holders from the countries below can visit Thailand without a visa for the maximum of 30 days stay per entry with a total peroid of stay not exceeding 90 days within 6 months from the date of first entry into the kingdom. To enter the kingdom using 30-DAY STAY WITHOUT VISA again, this can be done after the first 6 months ( from the first date you enter thailand).
This is the description for the "Visa on Arrival" - but this is not a Visa. It only allows people from the listed contries to stay for 30 days in Thailand without a visa.

Up to last month many people used this for a longstay in Thailand and made a visa run every 30 days to come back with a new "Visa on Arrival".

Now this way to stay long time in Thailand is no more possible.
With a "Visa on Arrival" you can maximum stay for 90 days, including two border runs. Than you have to leave the country and are not allowed to come back within 180 days.
BUT if you have a normal Tourist Visa or another Visa, you can come back as soon as possible.

    That€™s the little difference.

I sent the Thai Consulate in Los Angeles a quick
          email with your scenario...

According to their web site, all a USA citizens is required  to submit for a 60 day Tourist Visa is a passport, a copy of the passport, 2 pics, the application and $25...They eliminated the airline ticket and bank statement requirements for USA citizens...

But from looking at their many web sites, I have the feeling that each consulate kinda sorta does their own thing...So what they tell me from Los Angeles may not be how the Thai Consulate in Cambodia interprets the rules...

I hope your right...make like much easier for all...

Please don€™t make it too complicated here now.

Fact is, that everybody from the listed countries (which mean most of us, as I suppose) can still come to Thailand for a visit up to 30 days without a Visa, they still will get a visa on arrival stamp in their passport for this time.

If you want to stay longer for holiday or anything else, than you should apply for a Tourist Visa (or any other visa) in the Thai Consulate of your home country before you come to Thailand.

That€™s it and and nothing more

OK, then I guess y'all don't want to know what the Thai Consulate told me...everybody on their own I guess...

INCORRECT. You can extend the VISA on arrival stamp for up to 90 days. And a tourist VISA can be issued from a country OTHER THAN yuor "home" country. Most teachers here go to LAOS for a tourist visa which is issued overnight.
