I've made may arguments on this so many times in various threads that stating my opinions will be like beating the proverbial dead horse...again. With that said, I'll concede that both places have their ups and downs, but BKK is the only place where you'll find the true stunners.

I'd vote for Pattaya as well. The mix of beach life, a way more relaxed atmosphere, usually lower prices, less hustle (except JSB maybe) and the great variety of places to go to find a good looking LB would in my eyes put Pattaya ahead of BKK.
Nevertheless, just take a look around this site, and you will find plenty of great looking LB'S from BKK, well worth spending some time around Nana.

I purposely looked for eye while in NaNa found her in Temptations, I have to say i wasn't overly impressed, nice enough but no Mona Lisa.
