I also never found Emma to be a thief, but as for underage or not, that would depend on when you first met her. The first time I seen her hanging out in front of JSB, was early 2003 and she was certainly less than 18 at that time.
It is not uncommon though. My guess is a high pct of the ladyboys start working the bars before turning 18
