    Thai army to introduce 'third category' for transsexuals

    Transsexuals, or katoey, will be treated with more respect when they go through the annual military conscription process. The armed forces plan to amend a regulation to do away with the offensive labelling of katoey as suffering from ''a mental disorder''.

    The proposed new term _ ''people with illnesses that cannot be cured within 30 days'' _ has been coined to describe transsexuals, who are exempted from military service, said Lt-Gen Somkiat Sutthiwaiyakij, director-general of the army's Reserve Command Department.

    The term will only be used when the draft process is under way.

    On their official Sor Dor 43 conscription certificates, transsexuals will only be described as ''belonging to the third category'', Lt-Gen Somkiat said.

    Previously, transsexuals who failed the draft would be referred to as suffering from ''a permanent mental disorder''.

    The term sparked outrage among gay rights and human rights advocates who considered it an insult to transsexuals and a blot on their reputation.

    With such wording on the Sor Dor 43 certificate, which is essential for work applications, a lot of transsexuals complained that they stood little chance of securing a decent job.

    Lt-Gen Somkiat said efforts have been made to amend a Defence Ministry regulation on illnesses that are an obstacle to being a soldier.

    He admitted it had been a very touchy subject when it came to coining a new term to describe transsexuals who submitted to the draft.

    ''Our initial solution is that they will be tentatively called people with illnesses that cannot be cured within 30 days.

    ''And they will be required to show up for the annual draft for three years in a row. ''If they still appear to be katoey, they will be exempted from service,'' Lt-Gen Somkiat said.

    However, katoey will be described as ''belonging to the third category'' on their Sor Dor 43 certificates, which should sound more acceptable to them, he said.

    He expected the amendment to come into effect next year.

    The definition of transsexuals will be based on advice from doctors, he added.

    The army's annual draft this year will take place from April 1-12. Thai men who are 21 or were born in 1987 are required to submit to the draft.

    New army conscripts will receive an monthly salary of 1,550 baht and a daily allowance of 75 baht.

    Assistant army commander Gen Jiradet Khotcharat said the army had set up 154 committees to supervise the annual draft to make sure it is free of fraud and bribery.

    Gen Jiradet said the army must be careful in drafting men from the three strife-torn southernmost provinces for fear that insurgent sympathisers could mix with and infiltrate the army.

    He said military training would help instil good attitudes into conscripts from the South and help them stay away from insurgents.

    This year, a total of 85,760 new conscripts will be recruited into the armed forces. Of these, 1,392 will go to the Defence Ministry and the Supreme Command, 62,323 to the army, 16,000 to the navy and 6,045 to the air force.

    More than 20,000 conscripts have agreed to sign up for military service so far

      damn that will make the Ladyboys angry

      They like the current method, 'cause then they can tell their Farang Boyfriend they need 50K baht for 'Milk', or they will get drafted to the Army or labeled Insane. Turns out if you show up with tits, they don't draft you AND they don't mark you as crazy.

          they know from the day they start down the road to being a ladyboy that there is always going to be this problem its just somthing there going to have to dell with
          if think they have bigger problems that corse them more hurt than what the army think of them

            Yes,true enough but it's just a little step in the right direction when your
            not branded a head-the-ball just because you happen to be transgendered!
            Being TS isn't all that bad in reality,theres worse things you could be..Most
            of the problems we suffer come from other people and the stigma attatched to
            us...Any little acceptance is a good thing...

              FYI

              the problem with 3rd category or mental illness is that THESE PEOPLE CANNOT FIND DECENT JOBS LATER since they are considered "crazy", "mad", psychopaths, etc. It is not good at all and most of these persons, i.e. Kathoeys can not be accepted in the public sector or private companies thus going back to the vicious cycle we have many times talked about... prostitution. My GF was luckily given category 2 (something wrong with her chest - big boobs- ) but it is not funny at all for the rest of the pour "girls" who are trying to get a decent job later on in their lives.....

              This introduction will best describe the social status of Kathoys and will thus ""open legal ways for ladyboys to be recognised by society... it may take 5 or 10 years more but this is the first step....

                Poppycock. Might have been slightly true 30 years ago, but you can't point to ONE Human Resources manager who honestly believes that ladyboys are "crazy" in this day and age.

                I know loads of ladyboys who have 'proper' jobs many of them skilled and just as many who have degrees. I also know a lot of skilled degreed prostitutes who just hook for the money.

                Ladyboys have almost as many opportunities these days as anyone else.

                  the Thai army stopped using the "mental illness" category for service exemption a couple of years ago.

                  Those lbs who did have mental illness stamped on their exemption may have difficulties getting a job in certain areas like a) banks, b) certain government positions and c) where the HR officer may have a bias against lbs.

                  Good jobs such as area sales manager for cosmetic companies will not pay attention to the exemption report.

                  So it is situational, and may cause a problem for some lbs applying for certain kinds of jobs.

                  Hopefully this will stop and ALL jobs will be open for lbs to have a good chance of being employed if they are qualified.

                    I think that there is one problem that will sadly continue.  The military authorities at the time of conscription are still looking for those that they think are swinging the lead - lying to avoid conscription. Ladyboys are still going to have to prove that they are genuinely transgendered to receive the new label- of having an illness that lasts more than 30 days- in exactly the same way as they did before- though the label is different.

                    Such proof to a military doctor is particularly difficult fo a non- hormonal, non silicon implanted ladyboy.

                    Basically - ideally she should still need to have  - breast implants or as a second choice, have taken hormones for long enough to have produced significant breast growth. Otherwise they still run the risk of being included in the draft as a liar.

                    The new label is a help in reducing stigmatization in some ares of life maybe later on. I dont however think that it goes very far. However, maybe the primary thing to be thankful for is that the army and with it members of society have begun to take the issue on board. As Nang Faa says above- any move to reducing the stigmatization of the transgendered is a good move. however small.
