In Thailand and the UK it's the second floor  -  in the US it's the third floor.

Either way go as far up stairs as you can and then walk along to the back of NEP - it's easy to find.

I have always considered it the 3rd floor as it makes perfect sense to me that I have to to go up 3 floors

I am suprised that the UK call it the 2nd floor it is usually the yanks that want to do things differently.

In Europe first floor is called the Ground Floor and the second floor of the building is labelled the 1st floor. The French call the ground floor the R/C short for Rez de Chaussee.
In America the first floor (ground floor) of a building is labelled the 1st Floor, and 2nd floor the 2nd, the 3rd the 3rd, and so on.
In Thailand both are used. In some buildings it is Ground Floor and second floor of the building is labelled the 1st.
In others, such as Nana Plaza, the ground floor is labelled in the elevator as the 1st Floor, the second floor the 2nd, and the third floor the 3rd.
