Its hasnt changed Donny..it's too bad because there are some beautiful places in the PI.   I used to think Cambodia was dangerous but Cambodia seems like Singapore compared to the dangers of the PI.    By far the most dangerous place I have ever been to and I have been to 27 countries.   Every one of my friends that have visited there dont go anymore as all of them have been robbed and some at gunpoint.  It's a strange dichotomy between extremely kind and friendly people and savagery.

What's worse is that the the most sinister criminals in the PI are the police. They make Mexican's corrupt police look like saints.

I've been living in Bogota' for two months, and also travelled to the PI many times and can say that PI are a joke when compared to Colombia. I never had any real problem in PI apart from the usual poor hasslers and the taxi drivers with broken meter..never seen a gun or an hold up..maybe I was just lucky.
I've never been to Nigeria thou, which I heard is even worst than Colombia.

Stogie..been to Cartagena, Cali and Medellin. Completely safe places but I also speak Spanish so it might help. Seems as though the crimes and kidnappings occur between locals....tourists are never touched. In the Philippines, tourists are targeted. Now I must say, I have only been to Cebu twice and have never had a problem there nor has anyone that I know so that might be an oasis.

I lived on the border of Guatamala and Mexico (well, close enough, anyway) for 5 years. I speak Spanish well enough to negotiate my way out of trouble. My family and I took sensible precautions, and I felt pretty safe but vulnerable, if that makes any sense.

Well..Cartagena it's a toursit destination and relatively safe in fact. Medellin it did scare me more. Cali..never been unfortunately although my g/f was a caleña.
In Bogota I've seen nasty scenes like shootouts in the city centre at noon and several daylight robberies like guys ripping off earrings from ladies lacerating the ear lobe and shits like that
In fact, I was there 25 years ago and situation has definitely deteriorated from what I heard. But toursits are targeted as well..I can assure you that!
As for the PI......
I agree Cebu is quite nice and safe.
I've been to Manila, Cebu, Bohol, Negros Oriental and few other destinations around and never really assisted at any crime..just the usual hasslers.
It's a pity, as you rightly said, PI are a nice place but the system just doesn't work

Cebu is not the nicest place in the Philippines...it is a smaller version of Manila and quite a bit cleaner and safer but a ratty looking Phils city nonethless.

Nicest placest in Philippines are:

Baguio
El Nido, Palawan
Malapascua Island
Boracay
Siargao
Dosol
Coron and Busuanga Islands
Tagaytay
Bohol
Panglao Island
Dumaguette and surrounding islands
Samal Island

As far as cities go, no place is cleaner, safer and nicer than Davao. Davao looks like what a Philippines city would look like if it had it's shit together.

I've been only to some of those destination and they are nice places indeed. The only problem are the infrastructures. I remember in Dumaguete I wanted to walk along the coast to see how life was around but there were no roads or trails parallel to the coastline. I had to walk on the beach and going inland everythime was seeying something that looked a bit interesting.
IMHO, many places ar better than Thailand but being so penalized by the lack of infrastructures the whole country lacks behind Thailand
