Thailand can make all the comfortable rules that it wants to... but they won't be of any value at all if there is no visible enforcement of them.
If the rules are inconvenient or they cost money then they are all conveniently forgotten, and why not?
The penalty for breaking them is pretty small and the chances of actually getting caught are almost zero and even if by some magic fluke you ARE caught then just buy yourself off.
