Thailand is a sovereign country. They don't have to give these filthy raggedly slum bums and well-dressed conmen free emergency medical services like their home countries do. Just throw them out if they don't have medical insurance coverage like the rest of us responsible visitors and farangs. If they scream and whine just ignore them and point your finger in the direction of their nearest embassy/consulate. Their own countries will give them free medical services. So why should Thailand? A veterinary friend once joked to me about how he handles clients who have no money to pay for their pet's emergency services. He tells them , "Make soup!"
